Kemiskinan, kelaparan mendorong bunuh diri di Korea Utara

Pemimpin Korea Utara Kim Jong Un telah mengarahkan pihak berkuasa tempatan mengambil langkah pencegahan bunuh diri selepas pelbagai laporan media mendedahkan keluarga membunuh diri kerana kelaparan dan kemiskinan.

Kim secara rasmi mendefinisikan bunuh diri sebagai “tindakan pengkhianatan terhadap sosialisme” dan mengeluarkan perintah pencegahan bunuh diri semasa mesyuarat tergempar para pemimpin parti di seluruh negara, Radio Free Asia (RFA) melaporkan pada 5 Jun.

Seorang pegawai dari North Hamgyong yang tidak dinamakan memberitahu RFA bahawa butiran kes bunuh diri yang dikongsi semasa pertemuan itu mengejutkan pegawai yang berkumpul.

“Mesyuarat kami diadakan di bangunan jawatankuasa parti wilayah yang terletak di daerah Pohang, di bandar Chongjin,” kata pegawai yang tidak dinamakan itu.

Beliau seterusnya menambah bahawa “sebilangan besar kes bunuh diri di wilayah itu telah didedahkan dan beberapa pegawai tidak dapat menyembunyikan ekspresi cemas mereka.”

Menurut laporan Perkhidmatan Perisikan Kebangsaan Korea Selatan yang diterbitkan pada Mei, Korea Utara menyaksikan peningkatan 40 peratus dalam kadar bunuh diri berbanding tahun lalu, lapor RFA.

“Terdapat banyak faktor pergolakan dalaman di Korea Utara disebabkan kesusahan rakyat,” agensi itu juga melaporkan bahawa jenayah kekerasan juga semakin meningkat ketika orang ramai berjuang untuk memenuhi keperluan hidup.

Semasa mesyuarat di Hamgyong Utara, para pegawai mendedahkan bahawa terdapat 35 kes bunuh diri tahun ini di Chongjin dan daerah Kyongsong yang berdekatan sahaja dengan kebanyakan kes melibatkan keluarga yang mengakhiri hidup mereka bersama.

“ terkejut dengan pendedahan nota bunuh diri yang mengkritik negara dan sistem sosial,” kata pegawai yang tidak dinamakan itu.

Pegawai kedua yang tidak dinamakan menyatakan bahawa dalam pertemuan di wilayah Ryanggang, pegawai diberitahu bahawa bunuh diri mempunyai kesan sosial yang lebih besar daripada kebuluran dan pegawai tidak dapat mencari penyelesaian kepada isu itu.

“Walaupun dasar pencegahan bunuh diri telah disahkan oleh Setiausaha Agung, para pegawai tidak dapat menghasilkan penyelesaian yang sesuai,” kata pegawai yang tidak dinamakan itu.

Beliau seterusnya menambah bahawa “kebanyakan kes bunuh diri disebabkan oleh kemiskinan dan kebuluran yang teruk, jadi tiada siapa yang boleh membuat tindak balas sekarang.”

Pegawai itu juga menegaskan bahawa arahan Kim telah menekankan agar pegawai kerajaan tempatan mesti bertanggungjawab untuk mencegah bunuh diri dalam bidang kuasa masing-masing.

“Telah ditegaskan bahawa pegawai yang bertanggungjawab akan bertanggungjawab bersama, kerana ‘bunuh diri adalah cabaran sosial yang jelas dan pengkhianatan terhadap negara,’” kata seorang pegawai yang tidak dinamakan.

Dalam pertemuan itu, para pegawai diberi butiran mengejutkan mengenai kes bunuh diri keluarga yang berlaku di pelbagai wilayah di negara ini.

“Di bandar Hyesan, seorang budak lelaki berusia 10 tahun tinggal bersama neneknya selepas ibu bapanya meninggal dunia akibat kelaparan, tetapi mereka membunuh diri mereka sendiri dengan memakan racun tikus,” kata pegawai yang tidak dinamakan itu sambil menambah bahawa kejadian itu “membawa kesedihan yang besar. kepada semua yang melihatnya.”

Menurut pegawai itu, sepasang suami isteri berusia 60-an menggantung diri di sebatang pokok di pergunungan, dan empat sekeluarga, selepas makan hidangan terakhir keluarga mereka bersama-sama, termakan kalium sianida, bahan kimia yang sangat toksik yang sering digunakan dalam perlombongan emas.

Pegawai itu menegaskan bahawa trend bunuh diri keluarga adalah “tindakan terakhir menentang sistem yang tiada harapan.”

Korea Utara menghadapi kekurangan makanan yang meluas apabila laporan pengurangan pengeluaran makanan muncul.

Pada bulan Mei, Perkhidmatan Perisikan Kebangsaan (NIS) Korea Selatan melaporkan bahawa Korea Utara akan kekurangan sekitar 800,000 tan beras tahun ini — situasi yang telah dicetuskan oleh kemarau di negara itu.

Dalam laporan berasingan kepada Majlis Hak Asasi Manusia PBB, pelapor khas PBB untuk hak asasi manusia di Korea Utara, Elizabeth Salmón, menunjukkan bahawa sekitar 42 peratus penduduk negara itu kekurangan zat makanan akibat kekurangan makanan.
