Kemarau menyebabkan enam maut

Kemarau melampau yang memusnahkan tanaman mencetuskan krisis makanan di wilayah Papua yang dilanda konflik majoriti Kristian di Indonesia, menyebabkan sekurang-kurangnya enam orang maut dan ribuan orang kelaparan, kata seorang pegawai.

Krisis itu mendorong Presiden Joko Widodo dan Naib Presiden Ma’ruf Amin mengarahkan bantuan makanan kecemasan kepada penduduk di Kabupaten Puncak di Provinsi Papua Tengah, salah satu kawasan yang paling teruk dilanda, walaupun konflik berterusan antara pasukan keselamatan dan pemberontak bersenjata.

Amin berkata pada 2 Ogos lalu bahawa kerajaan telah menetapkan tempoh tindak balas kecemasan selama dua minggu untuk membantu penduduk.

Willem Wandik, pegawai tinggi negeri di Kabupaten Puncak berkata, 7,500 penduduk mengalami kelaparan teruk di daerah Agandugume dan Lambewi.

Katanya, enam penduduk yang maut termasuk seorang bayi mengalami cirit-birit selepas terpaksa memakan ubi busuk berikutan kekurangan makanan.

“Kebuluran itu dicetuskan oleh cuaca yang melampau. Suhunya sangat sejuk dan tiada hujan sejak Mei. Akibatnya, penduduk gagal menuai keledek dan keladi,” katanya dalam satu kenyataan pada 1 Ogos.

Katanya, ketika ini penduduk menerima bantuan wang tunai kecemasan, namun terpaksa berjalan kaki selama dua hari untuk sampai ke kawasan terdekat di Daerah Sinak bagi mendapatkan makanan.

Tambahnya, syarikat penerbangan tidak berani membawa bantuan makanan dari Sinak ke Agandugume kerana bimbang diserang kumpulan pemberontak pro-kemerdekaan.

Adrianus Alla, pemangku pengarah Perlindungan Sosial untuk Mangsa Bencana Alam Kementerian Hal Ehwal Sosial mengesahkan bahawa mereka telah menghantar 10.7 tan bantuan makanan dan kakitangannya telah bertemu dengan wakil pekerja kesihatan dan penduduk Agandugume dan Lambewi.

“Kami juga akan berkoordinasi dengan Kementerian Kesihatan untuk menyediakan ubat-ubatan,” katanya sambil menambah tiada ubat-ubatan yang terdapat di kawasan itu. Ini bukan kali pertama Papua dilanda kebuluran semasa musim kemarau, yang dicetuskan oleh El Nino, kitaran iklim di Lautan Pasifik tropika yang disebabkan oleh air suam yang menyebabkan musim kemarau.

Pada Ogos tahun lalu, ratusan penduduk di daerah Lanny Jaya mengalami kebuluran yang menyebabkan sekurang-kurangnya tiga orang mati, selepas tanaman mereka gagal akibat cuaca sejuk pada musim kemarau.

Paderi Katolik dan aktivis hak asasi manusia, Fr Bernard Baru berkata bahawa kebuluran di wilayah itu telah berulang, jadi pihak berkuasa sepatutnya bersedia untuk menghadapinya.

“Kerajaan sepatutnya menjangka kesannya terhadap penduduk asli Papua yang berada di lokasi yang terdedah kepada kemarau ini. Ini bermakna kerajaan bukan sahaja mengambil tindakan apabila ada mangsa,” kata paderi yang berpangkalan di Papua itu.

Beliau menggesa usaha terancang untuk memastikan penduduk tidak akan ditimpa bencana seperti itu.

Bencana sebegini pastinya ada kaitan dengan corak dasar yang tidak memihak kepada alam sekitar, katanya, sehingga masyarakat orang asli semakin terdedah apabila berlaku perubahan iklim yang merupakan sesuatu yang baharu.

“Bertahun-tahun lalu, tidak ada kes seperti itu di Papua. Rakyat masih mampu berkebun, menanam dan menuai untuk menghasilkan makanan yang mereka makan sendiri. Tetapi sekarang keadaan sudah berubah,” katanya.

Agensi Meteorologi, Klimatologi dan Geofizik menyatakan bahawa daripada 600 zon bermusim di Indonesia, 63 peratus daripadanya telah memasuki musim kemarau, kesan El Nino.

Fachri Radjab, ketua Pusat Maklumat Perubahan Iklim di agensi itu, berkata kawasan terjejas termasuk Sumatera, Jawa, Bali, Nusa Tenggara Barat, Nusa Tenggara Timur, Kalimantan, Sulawesi Selatan dan Papua.

“Musim kemarau tahun ini dijangka lebih kering berbanding tiga tahun lalu. Beberapa kawasan seperti Jawa Timur, Yogyakarta, Bali dan NTT malah mengalami tempoh tanpa hujan lebih 60 hari,” katanya.

Indonesia dan negara jiran Papua New Guinea, bersempadan dengan wilayah Papua, pernah mengalami El Niño dengan intensiti kuat pada 2015 dan intensiti sederhana pada 2019, lapor agensi cuaca negara Indonesia. – UCA News
