COP28: NGO Katolik menyeru tindakan untuk keadilan iklim

Sekumpulan agensi Katolik sedang berkempen untuk COP28 yang akan datang di Dubai untuk memastikan Dana Kehilangan dan Kerosakan yang baru ditubuhkan secara berkesan memenuhi keperluan masyarakat yang lebih terdedah kepada perubahan iklim di negara membangun.

Seminggu selepas pengumuman Anjuran Apostolik Bapa Suci Fransiskus ‘Laudate Deum’, para pemimpin agama di seluruh dunia menyokong sokongan untuk Dana Kerugian dan Kerosakan untuk mengurangkan kesan buruk dan tidak adil perubahan iklim yang telah menjejaskan golongan miskin.

Kenyataan itu adalah usaha bersama beberapa organisasi Katolik, termasuk Caritas Internationalis, Dana Bantuan Antarabangsa Katolik Scotland (SCIAF), Kerjasama Antarabangsa untuk Solidariti Pembangunan (CIDSE) dan Gerakan Laudato Si’, dan terbuka kepada pemimpin semua agama di seluruh dunia yang ingin menunjukkan sokongan mereka untuk tindakan terhadap Kehilangan dan Kerosakan (L&D).

Kumpulan Wang Kehilangan dan Kerosakan

Berikutan perbincangan iklim global di Persidangan Perubahan Iklim Pertubuhan Bangsa-Bangsa Bersatu di Sharm el-Sheik tahun lepas (COP27), satu perjanjian terobosan telah dicapai untuk menyediakan bantuan kewangan kepada negara-negara miskin ketika mereka menanggung beban kesan negatif perubahan iklim, termasuk peningkatan paras laut, kemarau berpanjangan dan banjir teruk, penggurunan, kebakaran hutan dan kegagalan tanaman.

Walaupun perjanjian itu dialu-alukan oleh banyak NGO, termasuk Gereja dan organisasi Katolik, sebagai langkah penting ke hadapan, kejayaannya sebahagian besarnya bergantung pada seberapa cepat negara dapat mendapatkan dana itu dan berjalan, iaitu dengan mencapai persetujuan mengenai pembiayaan dan skop untuk dimuktamadkan pada mesyuarat COP28 yang dijadualkan pada 30 November-12 Disember di Dubai, Emiriah Arab Bersatu (UAE).

Keperluan untuk keadilan iklim

Menurut pemimpin agama, dana itu boleh membetulkan ketidakadilan yang mendalam di tengah-tengah krisis iklim semasa, “membina keamanan, keharmonian dan perpaduan untuk menyahut cabaran ini kepada rumah kita bersama.”

Dalam kenyataan itu, yang akan disampaikan semasa sidang kemuncak iklim global, mereka menyeru Dana Kerugian dan Kerosakan yang sesuai untuk tujuan yang memberikan wang kepada orang yang paling memerlukannya; mempunyai sumber yang mencukupi berdasarkan prinsip bayaran pencemar; dan menangani sepenuhnya kerugian dan kerosakan bukan ekonomi.

Mengingati bahawa banyak negara miskin yang menyumbang paling sedikit kepada krisis iklim semasa dan “sudah berjuang untuk mendapatkan keperluan asas untuk rakyat mereka kini membayar harga tindakan negara lain”, para penandatangan juga mengulangi bahawa dana global baharu itu mesti disertakan dengan “Tindakan segera untuk mengurangkan pelepasan secepat mungkin untuk memastikan matlamat suhu 1.5C tidak melebihi, dan untuk melabur dalam usaha penyesuaian penting untuk mencegah bahaya masa depan.”

“Kami menyeru COP28 di Dubai untuk bersetuju untuk menubuhkan Dana Kehilangan dan Kerosakan yang sesuai untuk tujuan yang benar-benar memenuhi keperluan orang di barisan hadapan kecemasan iklim.”

Dana yang boleh diakses, inklusif dan pemulihan

Pemimpin agama menjelaskan bahawa dana itu mesti boleh diakses, “memastikan komuniti yang memerlukan di seluruh Global Selatan mendapat wang yang mereka perlukan untuk pulih, dan menjadi tuan bagi masa depan mereka sendiri.”

Ia juga mesti “menyeluruh, menyokong kedua-dua tindak balas terhadap kerugian dan kerosakan ekonomi serta bukan ekonomi, untuk kejadian cuaca ekstrem dan kejadian perlahan seperti kenaikan paras laut dan penggurunan.”

Para penandatangan selanjutnya mengatakan bahawa Dana “mesti memulihkan, memberikan geran bukan pinjaman berdasarkan prinsip pembayaran pencemar,” dan bahawa ia mesti “wakil, disokong oleh hak asasi manusia dan prinsip subsidiari, dan ditadbir oleh keadilan yang saksama. lembaga bertindak demi kebaikan bersama.”

Mengenai keperluan untuk dana itu cekap dan berkesan, para pemimpin agama menulis bahawa ia perlu menyediakan “tindak balas pantas apabila berlaku bencana, sokongan jangka panjang untuk melindungi daripada kerosakan masa depan, dan bertindak sebagai dana global utama untuk menangani kerugian dan kerosakan. bersama pengaturan pembiayaan yang lain.”
