Mahkamah Tinggi India campurtangan membendung keganasan di Manipur

Mahkamah Agung India telah membentuk panel berwibawa terdiri dari tiga pesara hakim wanita untuk memulihkan keamanan dan memantau langkah-langkah bantuan di negeri Manipur yang dilanda perselisihan.

Mahkamah Agung India mengambil langkah luar biasa pada 7 Ogos kerana Parti Bharatiya Janata yang pro-Hindu, yang memerintah negeri timur laut dan juga mengetuai kerajaan persekutuan di Delhi, gagal mengekang keganasan yang bermula pada 3 Mei.

Hakim Gita Mittal, bekas ketua hakim Mahkamah Tinggi Jammu dan Kashmir, akan mengetuai panel itu. Dua hakim bersara, Hakim Shalini Phansalkar Joshi dari Mahkamah Tinggi Bombay dan Hakim Asha Menon dari Mahkamah Tinggi Delhi, akan menjadi anggotanya.

“Perintah mahkamah adalah langkah besar kerana kerajaan negeri tidak melakukan apa-apa untuk memulihkan keamanan,” kata seorang pegawai Gereja, yang tidak mahu namanya didedahkan, memberitahu UCA News pada 8 Ogos.

Beliau berharap penduduk yang terjejas oleh rusuhan di Manipur kini boleh tampil mendaftarkan aduan mereka dan mendapatkan penyelesaian kerana hakim wanita semuanya dari luar negeri yang bergolak itu.

Mahkamah Agung yang diketuai oleh Ketua Hakim Negara D Y Chandrachud mengarahkan panel tiga anggota untuk “memantau kerja-kerja bantuan, langkah-langkah pemulihan, pemulihan, dan pemulihan rumah dan tempat ibadat.

Ini adalah usaha untuk “mengembalikan rasa kepercayaan terhadap kedaulatan undang-undang dan membina rasa yakin” di kalangan rakyat, kata hakim itu.

Keganasan agama di negeri berbukit itu, bersempadan dengan Myanmar yang dilanda perang saudara, setakat ini telah meragut sekurang-kurangnya 190 nyawa dan menyebabkan lebih 50,000 orang kehilangan tempat tinggal. Ramai daripada mereka tinggal di kampus bantuan dan sebilangan daripada mereka telah bersembunyi di dalam hutan.

Majoriti mangsa adalah kaum Kuki yang menganut agama Kristian.
Kumpulan perusuh telah mencemarkan, merosakkan, dan membakar ratusan gereja dalam tempoh tiga bulan yang lalu.

Mahkamah Agung juga melantik Dattatray Padsalgikar, seorang pesara pegawai polis dari negeri barat Maharashtra, sebagai pegawai penyelia bagi 11 kes keganasan seksual terhadap wanita.

Kes-kes ini dipantau oleh Biro Penyiasatan Pusat, sebuah agensi siasatan elit yang melaporkan kepada kerajaan persekutuan yang diketuai oleh Perdana Menteri Narendra Modi.

Padsalgikar bagaimanapun akan melaporkan terus ke Mahkamah Agung.

Mahkamah Agung sedang mendengar sekumpulan petisyen berkaitan keganasan yang berterusan di Manipur, termasuk kes dua wanita Kristian yang diarak berbogel oleh kumpulan ganas, yang turut merogol wanita muda itu.

Video insiden 4 Mei itu muncul pada 19 Julai yang memaksa Modi untuk bersuara mengenai situasi membimbangkan di Manipur buat kali pertama.

Mahkamah tertinggi mengarahkan kerajaan negeri untuk memasukkan sekurang-kurangnya seorang inspektor polis dan enam pegawai kanan polis dari luar Manipur untuk memantau 42 pasukan penyiasat khas yang ditugaskan untuk menyiasat lebih 6,000 kes keganasan kumpulan.

Rusuhan bermula kerana memberikan status puak kepada majoriti masyarakat Hindu Meitei bertentangan dengan kehendak penganut Kristian puak Kuki.

Status itu akan memberikan Meiteis yang istimewa yang membentuk 53 peratus daripada 3.2 juta penduduk Manipur mendapat faedah istimewa seperti pendidikan dan sebut harga pekerjaan di bawah program tindakan afirmatif India.

Suku Kristian juga takut kehilangan tanah bukit tradisional mereka kepada Meiteis sebaik sahaja mereka mendapat status suku. – UCA News
