Kumpulan Korea mempertajam gesaan agar hukuman mati dimansuhkan

Penganut Katolik, Protestan dan kumpulan Kristian lain menyertai aktivis hak asasi manusia di Korea Selatan untuk menggesa hukuman mati dihentikan, menandakan Hari Sedunia Menentang Hukuman Mati pada 10 Okt.

Persidangan Bersatu Mengenai Pemansuhan Hukuman Mati, sebuah forum yang merangkumi ahli beberapa denominasi Kristian dan kumpulan hak asasi merayu kepada pembuat keputusan politik untuk menghapuskan hukuman mati sebagai tanda penghormatan terhadap kehidupan manusia.

“Percubaan untuk membunuh orang mesti dihentikan, dan kempen untuk menghapuskan hukuman mati di Korea mesti diteruskan,” kata kumpulan itu dalam satu kenyataan.

Korea Selatan tidak menghukum mati sesiapa pun sejak 1997 dan oleh itu Amnesty International mengkategorikannya sebagai “negara penghapusan dalam amalan.”

Bagaimanapun, hukuman mati terus menjadi hukuman paling berat dalam sistem keadilan jenayah negara. Sekurang-kurangnya 59 orang dihukum mati, kesemuanya disabitkan dengan kesalahan membunuh.

“Walaupun kerajaan memberi jaminan bahawa tiada hukuman mati akan dijalankan, kami bimbang kerana media menyebarkan laporan bahawa kemudahan hukuman mati beroperasi. Dan langkah untuk mengumpulkan banduan yang dijatuhi hukuman mati di Pusat Tahanan Seoul berjalan ke arah yang sama,” kenyataan itu berkata.

“Menghukum jenayah yang mengerikan dengan hukuman yang mengerikan itu sendiri adalah perkara yang mengerikan”

Kenyataan itu merujuk kepada Kementerian Kehakiman Korea baru-baru ini memindahkan dua banduan hukuman mati ke Pusat Tahanan Seoul, sebuah kemudahan yang ditubuhkan untuk melaksanakan hukuman mati.

Yoo Young-cheol (pembunuh bersiri 21 orang) dan Jeong Hyeong-gu (juga pembunuh yang disabitkan kesalahan) telah dipindahkan ke pusat itu, yang menempatkan 18 banduan hukuman mati, menurut berita Fides Vatican.

“Menghukum jenayah yang mengerikan dengan hukuman yang mengerikan itu sendiri adalah perkara yang mengerikan. Perlu diingat bahawa hukuman mati tidak mempunyai kesan pencegahan, tidak berguna, dan harus dimansuhkan,” kata kenyataan persidangan itu.

Kementerian Kehakiman Korea cenderung untuk mengekalkan hukuman mati, walaupun Presiden Korea Seok-yeol Yoon mengundi menyokong moratorium global ke atasnya di Perhimpunan Agung Pertubuhan Bangsa-Bangsa Bersatu Disember lalu, kata kenyataan itu.

Suruhanjaya hak asasi manusia Korea Selatan juga berkata negara itu perlu memansuhkan hukuman mati untuk memenuhi piawaian antarabangsa kerana majoriti negara di dunia telah memansuhkannya.

Suruhanjaya Hak Asasi Manusia Kebangsaan Korea dalam satu kenyataan pada 10 Okt berkata sekurang-kurangnya 144 negara telah memansuhkan hukuman mati dalam undang-undang atau amalan. Minoriti daripada 55 negara masih mengekalkan hukuman mati pada akhir 2022, katanya memetik Amnesty.

“Inilah masanya untuk membincangkan secara rasmi pemansuhan hukuman mati. Ramai daripada mereka yang menyokong kewujudan hukuman mati bertindak balas positif terhadap pemansuhan hukuman mati apabila hukuman alternatif diperkenalkan,” kata pengerusi suruhanjaya, Song Doo-hwan, dalam kenyataan itu.
