Kekejaman polis menyebabkan 20 cedera di Papua Indonesia

Sekurang-kurangnya 20 orang cedera apabila polis menggunakan belantan, meriam air dan gas pemedih mata untuk menyuraikan ratusan orang yang menyertai perhimpunan di wilayah Papua yang bergolak di Indonesia pada ulang tahun ke-61 perjanjian yang menjadikan wilayah itu sebahagian daripada Indonesia.

Perjanjian New York 1962 yang diatur oleh AS membenarkan Indonesia menggabungkan wilayah majoriti Kristian selepas berakhirnya pemerintahan kolonial Belanda.

Polis rusuhan menyerang perhimpunan aman di tiga lokasi berhampiran ibu kota wilayah Jayapura, pada 15 Ogos, dakwa Emmanuel Gobay seorang Katolik dan pegawai Institut Bantuan Guaman Papua.

Penunjuk perasaan menyeru masyarakat antarabangsa untuk mengkaji semula perjanjian dan mengambil tindakan untuk menamatkan keganasan dan penindasan yang berterusan di rantau ini.

“Malah, mereka hanya mengadakan demonstrasi secara aman,” Gobay yang menyertai salah satu perhimpunan UCA News.

Beliau menyatakan bahawa lebih 20 orang telah dipukul, dengan seorang daripada mereka kemudian dirawat di hospital.

“Seorang cedera parah dan segera dibawa ke hospital untuk rawatan,” katanya.

Video dan gambar yang diperoleh oleh UCA News menunjukkan polis menyerang dengan meriam air dan gas pemedih mata ketika orang ramai mendengar ucapan daripada pemimpin Jawatankuasa Kebangsaan Papua Barat (KNPB), penganjur protes.

Gobay berkata walaupun pihak berkuasa melihat KNPB sebagai kumpulan pemisah “mereka sepatutnya mempunyai hak untuk menyatakan pendapat mereka” seperti yang dijamin dalam perlembagaan negara.

“Lebih-lebih lagi, mereka telah menyerahkan surat rasmi memberitahu polis mengenai program itu terlebih dahulu,” tambahnya.

Beliau menyelar penggunaan meriam air dan gas pemedih mata terhadap penunjuk perasaan.

Ini sepatutnya hanya untuk demonstrasi anarkis, “bukan demonstrasi aman,” katanya.

Dia mendakwa polis melakukan kesalahan jenayah dengan menyeksa dan memukul penunjuk perasaan, dan meminta ketua polis Papua segera mendakwa pelaku supaya ada kesan pencegahan.

Fr Bernard Baru dari Suruhanjaya Keadilan, Keamanan dan Integriti Ciptaan Keuskupan Jayapura berkata bahawa tindakan penindasan ini adalah pengulangan layanan diskriminasi rakyat Papua oleh pihak pemerintah.

“Di Papua, tindakan polis seperti ini dianggap biasa. Ini hanya memperdalam diskriminasi terhadap orang Papua,” katanya.

Pegawai polis tidak tersedia untuk komen.

Jurucakap KNPB Ones Sahuniap mengeluarkan kenyataan mengecam kekejaman polis dan mendakwa mereka yang dipukul mengalami kecederaan serius di kepala dan berdarah dengan banyak.

Suhuniap berkata, polis menggunakan rotan dan belantan untuk memukul dan mematahkan demonstrasi.

KNPB serentak mengadakan demonstrasi di Papua dan di bahagian lain di Indonesia, meminta PBB menyemak semula perjanjian New York 1962.

Semasa perhimpunan itu, pemimpin KNPB menggelar Perjanjian New York sebagai “pelanggaran hak asasi manusia Papua” yang ditaja oleh Indonesia, Belanda dan Amerika Syarikat dan Pertubuhan Bangsa-Bangsa Bersatu.

Mengikut perjanjian itu, kemudiannya ditambah dengan agenda Perhimpunan Agung PBB, Belanda bersetuju untuk memindahkan kuasa tadbir Papua New Guinea kepada Indonesia, sementara menunggu referendum yang ditadbir oleh PBB.

Orang Papua tidak menjadi pihak dalam perjanjian itu dan ia membuka jalan kepada Akta Pilihan Bebas 1969, referendum kemerdekaan yang memihak kepada pemerintahan Indonesia di Papua sebahagian besarnya dikenali sebagai palsu.

Pemencilan Papua oleh Indonesia dan menggunakan kekerasan untuk menekan perbezaan pendapat mencetuskan gerakan pemisah bersenjata.

Beribu-ribu orang awam, tentera dan pemberontak telah terbunuh dan puluhan ribu telah kehilangan tempat tinggal akibat konflik di wilayah paling timur dalam beberapa dekad yang lalu.- UCA News
