Uskup Indonesia mempromosikan migrasi selamat, mengukuhkan ekonomi

INDONESIA – Uskup Katolik di provinsi Nusa Tenggara Timur yang majoriti penganut Kristian di Indonesia telah berjanji untuk mengutamakan menangani pelbagai faktor berkaitan migrasi haram dan pemerdagangan manusia di kawasan tersebut semasa perhimpunan tiga tahun sekali mereka.

Semasa pertemuan pastoral serantau di Flores pada 1-5 Julai, sembilan uskup juga berikrar untuk mendesak kerajaan memperbaiki keadaan ekonomi di wilayah tersebut, yang mendorong orang ramai untuk berhijrah ke tempat lain secara sah dan tidak sah.

“Ia adalah hak setiap orang untuk berhijrah, tetapi pergi dengan dokumen lengkap supaya anda boleh hidup dengan selamat,” kata Uskup Agung Paulus Budi Kleden dari Ende pada sidang akhbar pada 5 Julai.

“Pendatang tanpa izin mudah diperas ugut, hidup dalam ketakutan, dan berpotensi menjadi mangsa pemerdagangan manusia,” tambahnya.

Semasa mesyuarat, para uskup meminta kerajaan untuk mempromosikan migrasi yang selamat “supaya orang tahu dokumen apa yang diperlukan apabila berhijrah” dan “bersedia untuk menggerakkan gereja di peringkat paroki untuk bersama-sama memeranginya,” katanya.

Gereja akan terus mendidik orang ramai tentang bahaya migrasi secara haram supaya apabila berhijrah, mereka mesti melalui saluran rasmi.

Dia memanggil para migran sebagai “berkat,” mengiktiraf sumbangan mereka yang membina gereja dan membolehkan kanak-kanak pergi ke sekolah.

Para uskup juga bersetuju untuk bekerjasama dengan kerajaan bagi memperbaiki keadaan ekonomi rakyat sebagai langkah pencegahan terhadap migrasi tidak selamat.

Untuk memastikan kerajaan menyedari kepentingan migrasi selamat, para uskup menjemput pegawai-pegawai wilayah ke mesyuarat tersebut.

Gabenor Nusa Tenggara Timur, Melkiades Laka Lena, berkata bahawa kerajaan mengalu-alukan komitmen Gereja Katolik dan mengajak semua komponen masyarakat untuk bersatu bagi menangani isu ini.

Beliau berkata bahawa kerajaan telah memutuskan untuk menguatkuasakan moratorium ke atas sektor-sektor yang terdedah kepada eksploitasi, seperti pekerja domestik, “sehingga mereka benar-benar bersedia melalui latihan dan peningkatan kompetensi.”

Sebagai sebahagian daripada mempromosikan migrasi selamat di wilayah ini, kerajaan akan meningkatkan perkhidmatan migrasi sehenti dari satu kepada empat, katanya.

Sistem Maklumat Digital dan Perkhidmatan Aduan baharu untuk pemantauan dan pelaporan berasaskan komuniti mengenai pemerdagangan manusia telah dilancarkan baru-baru ini, katanya.

Beliau juga berkata bahawa kerajaan akan menubuhkan satu pasukan petugas untuk pencegahan dan penanganan jenayah pemerdagangan manusia, melibatkan pemimpin tradisional, komuniti, dan agama.

Nusa Tenggara Timur adalah salah satu wilayah termiskin di Indonesia dan pusat pemerdagangan manusia, menurut Suruhanjaya Hak Asasi Manusia Kebangsaan.

Sindiket pemerdagangan menghantar ratusan penduduk tempatan ke tempat-tempat jauh di Indonesia dan negara jiran Malaysia setiap tahun, menurut laporan.

Pada tahun 2023, polis daerah merekodkan 256 kes pemerdagangan. Pemerhati hak asasi manusia mendakwa jumlah sebenar adalah jauh lebih tinggi, kerana banyak kes tidak dilaporkan.

Sekurang-kurangnya 516 pekerja dari Nusa Tenggara Timur telah meninggal dunia di Malaysia antara 2018 dan 2022 disebabkan pelbagai sebab, menurut Badan Perlindungan Pekerja Migran Indonesia.

Daripada jumlah ini, 499 adalah “pekerja bukan prosedur,” yang bermaksud mereka tidak mengikuti prosedur kerajaan semasa berhijrah, katanya.

Tahun lepas, mayat 124 migran telah dipulangkan ke kampung halaman mereka di wilayah tersebut, lapor agensi itu.

Sehingga Jun tahun ini, sebanyak 75 mayat pekerja telah kembali ke wilayah tersebut, kata Yohas Bahan, penasihat undang-undang kepada agensi tersebut.

“Hanya 5 orang yang sah, manakala 70 orang lagi adalah pendatang tanpa izin.” Kebanyakan daripada mereka adalah wanita,” katanya kepada UCA News.

Gabriel Goa Sola, pengarah kumpulan Kristian Advocacy Service for Justice and Peace di Indonesia, berkata komitmen para uskup dan kerajaan harus direalisasikan dengan tindakan.

“Kita sepatutnya berasa malu bahawa kawasan ini didominasi oleh penganut Kristian, tetapi selama bertahun-tahun kita telah bergelut dengan masalah penting ini,” katanya kepada UCA News.
